We had a very nice stay at Stadthotel Am Romerturm during our Christmas visit. the breakfast was satisfactory with fresh offerings and even colored eggs for Easter. - the hotel is conveniently located just off Cologne Cathedral, close to all the main areas of Cologne and the shopping street.
